ULDD Phase 4a Optional Delivery for Transition Period 1

Loan Selling Advisor contains the new Uniform Loan Delivery Dataset (ULDD) Phase 4a Transition Period 1, Optional Delivery period requirements and data points.

If you’re ready to begin delivering these new ULDD Phase 4a data points and valid values, we encourage you to start today.

During the Optional Delivery period you may deliver Phase 3 data (i.e., IFIs) OR the Phase 4a data points (i.e., Loan Program Identifiers), but you MUST NOT deliver both. 

If the new Loan Program Identifiers (LPIs) are delivered, the manual Seller workarounds and IFIs are no longer needed; the system will automatically calculate the special loan-to-value (LTV) based on the Duty to Serve LPI.

As announced on June 7, the Implementation Guide for Loan Selling Advisor Export has been updated to align with the ULDD Phase 4a changes to existing export file datasets and formats available from Loan Selling Advisor. You may need to create a customized version of the export dataset to include the new data points. Visit the Export Data and Custom Export Reports section of the Prepare for ULDD Phase 4a Conversion job aid for guidance on exporting delivery data.

To support your development and adoption of ULDD Phase 4a, the ULDD Phase 4a pre-production customer test environment (CTE) the first testing period closed July 29, 2022. The pre-production CTE environment will reopen on August 18, 2022 and all ULDD Phase 4a data points and valid values will be available for testing.

Important Reminders

  • Transition Period 1 begins August 1, 2022, you may begin delivering these data points today.
  • Transition Period 2 begins September 26, 2022.
  • All ULDD Phase 4a transition periods end at close of business on May 19, 2023.
  • ULDD Phase 4a requirements are mandated effective for mortgages with application received dates on and after January 1, 2023 and delivery dates on and after the May 22, 2023.
  • All loan origination system (LOS) software partners are required to be a ULDD Phase 4a verified software partner by December 31, 2022.  
  • Obtain verification test case materials from your software partner representative.

Option to Deliver “Enact” Instead of “Genworth” as MI Company Name Begins Today

Now you have the option to start using “Enact” when delivering ULDD Sort ID 414, MI Company Name Type Other Description, in Loan Selling Advisor, instead of using “Genworth”.  

As announced in our July 13, 2022 article, there will be a transition period between August 1 and October 2 in which Loan Selling Advisor will accept either a value of “Enact” or “Genworth”. On or after October 3, Loan Selling Advisor will no longer accept “Genworth” as a valid value.

If your systems have already been updated to provide “Enact”, don’t wait to start using it today. If you have not yet made this change in your systems, please review our ULDD resources or reach out to your software partner r to start the transition as soon as possible.

Early Pool Disclosure Settlement Cycle Days “Text Box”

On June 28, we announced that Loan Selling Advisor contract data point, settlement cycle days will be updated effective August 1 in preparing to offer early pool disclosure for single issue guarantor contracts in the fourth quarter of 2022.

With this change, the data point no longer has drop-down values for the number of settlement cycle days and will instead require you to manually enter the number of settlement cycle days. You should enter a value of 3, 4 or 5 days for Single Issue Contracts or 1,3,4 or 5 days for Multilender Contracts.

If an invalid value is entered for the number of settlement cycle days, an error message will be returned when you request the contract price.

Loan Selling Advisor Critical Edits for Desktop Appraisals

Effective August 29, 2022 a new critical purchase eligibility message will be added to Loan Selling Advisor to enforce the requirement that sellers must deliver ULDD Sort ID 82, Appraisal Identifier when ULDD Sort ID 89, Property Valuation Method Type is “Desktop Appraisal”.

In March of this year, we announced in Guide Bulletin 2022-2, that the previously temporary Desktop Appraisal flexibilities would be incorporated into permanent Guide policies. 

As a reminder, and pursuant to Guide Chapter 6302.8Mortgage Delivery Instructions, also reflected in our Desktop Appraisal FAQs, (Q27), whenever a Desktop Appraisal is used to value the mortgaged premises, you must deliver ULDD Sort ID 82, Appraisal Identifier.

If you are a Seller who has delivered Desktop Appraisal mortgages since March 2022, that are out of compliance with this requirement, your Freddie Mac account representative will be in contact with instructions on how to submit loan-level origination data correction requests using the Post Fund Data Correction tool.
