  1. Do both GSEs accept the same electronic file formats for delivery of appraisal report data?

    Yes, both GSEs accept the same file formats for electronic submission of data in the uniform residential appraisal report forms through UCDP. Information about acceptable file formats, including the preferred format (XML), can be found on both GSEs' websites.

  2. Do the GSEs charge any fees to use UCDP?

    The GSEs do not assess any fees in connection with the use of UCDP. The GSEs do not charge lenders or their agents transaction fees for uploading appraisal report files directly to UCDP or for using a vendor solution to access UCDP.

  3. [Updated 04/24/25] What training is available for UCDP?

    Learning resources can be found on the Freddie Mac UCDP webpage.

  4. Can I obtain the appraisal report file in XML format from my appraiser?

    Yes, most appraisal form software vendors have integrated the ability to produce and transmit a complete XML file. Lenders should evaluate their processes and requirements and consider requiring the appraiser to send the appraisal report file in XML format. Lender submissions of the appraisal report XML file produced by the appraiser helps ensure data integrity by avoiding possible file conversion errors.

  5. Must appraisals supporting government loans (e.g., Rural Development loans, FHA loans, VA loans) be submitted to UCDP?

    No, only the appraisal reports for conventional mortgages sold to the GSEs are required to be submitted to UCDP.

  6. What vendors have developed integrations to UCDP?

    A list of vendors that offer an integration to UCDP is available on each GSE’s website: freddiemac.com and fanniemae.com

  7. [Updated 04/24/25] Does UCDP accept appraisal field review reports (including those reported on Freddie Mac Form 1032 / Fannie Mae Form 2000)?

    No, UCDP does not accept appraisal field review reports. If the lender obtains an appraisal field review report, the original appraisal report must still be submitted to UCDP. If the lender relied on the value from the appraisal field review report to underwrite the loan, that value should be provided at loan delivery. The lender must include in the mortgage file both the original appraisal report and the appraisal field review report.

  8. [Updated 04/24/25] Can the Market Conditions Addendum to the Appraisal Report (Freddie Mac Form 71 / Fannie Mae Form 1004MC) be uploaded to UCDP as a separate document?

    No, the Market Conditions Addendum cannot be uploaded to UCDP as a separate document. While the addendum is not required, if the addendum is used, it must be included in the embedded PDF as an attachment to the appraisal report submitted to UCDP.

Registration, User IDs and Passwords

  1. [Updated 04/24/25] How does a lender register for and gain access to UCDP?

    Lenders must identify a lender administrator (lender admin) for their organization. The lender admin has authority within UCDP to set up and manage the organization’s business structure and grant access privileges to other general users within their organization.

    The lender admin must complete the GSE registration process for either or both GSEs. Registration instructions are at freddiemac.com and fanniemae.com. The lender admin will create access for all general users in the organization directly within UCDP.

  2. [Updated 04/24/25] How do lender agents register for access to UCDP?

    Lender agents must complete the UCDP Lender Agent Registration Form on either freddiemac.com or fanniemae.com to request a UCDP account and appear on the lender agent list within UCDP.

    Once the lender agent completes the UCDP Lender Agent Registration Form and account setup, the lender agent’s name will appear in the lender agent dropdown on the Relationships page in UCDP. From there, your organization can designate one or more lender agents to submit appraisals to UCDP on your organization’s behalf.

  3. [Updated 04/24/25] Can my organization have more than one lender admin and how do I set them up?

    Yes, having more than one lender admin is strongly advised.

    To register an additional lender admin with Freddie Mac, complete the UCDP Add or Remove Lender Administrator Account Request.

  4. [Updated 04/24/25] How do I replace a UCDP lender admin?

    To replace a lender admin with Freddie Mac, complete the UCDP Replace Lender Administrator Account Request.

  5. [Updated 04/24/25] What if I have questions about the UCDP registration process?

    For questions related to registration and submitting appraisal reports to UCDP, contact the joint GSE UCDP Support Center at 1-800-917-9291.

  6. [Updated 04/24/25] What if I cannot remember my UCDP User ID or password?

    If you forget your User ID, contact your lender admin, who will be able to look up your User ID.

    If you forget your password, use the “Forgot your Password?” function from the UCDP login page to reset your password OR contact your lender admin, who will be able to reset your password for UCDP.

    If you don’t know your lender admin, contact the UCDP Support Center at (800) 917-9291.

  7. Do UCDP passwords expire?

    Yes, UCDP passwords expire every 90 days for users accessing UCDP using the web interface. After a user's password expires, there will be a prompt to change the UCDP password at the next login.

  8. If I am an independent fee appraiser, can I register for access to UCDP?

    No, independent fee appraisers cannot register for access to UCDP.

  9. If I am a mortgage broker, should I register for access to UCDP?

    No, mortgage brokers cannot register for access to UCDP.

UCDP Functionality

  1. How will I know whether my appraisal report was submitted successfully to UCDP and meets the requirements of the UAD?

    Appraisal reports that are successfully uploaded to UCDP receive a Submission Summary Report (SSR) with the appraisal submission details and the status of the submission, as well as a Document File Identifier (Doc File ID), which is the unique appraisal identifier generated by UCDP. Loans delivered to either GSE must have an appraisal report with a "Successful" status in UCDP before loan delivery.

  2. How do I ensure the appraisal report was completed using a UAD-compliant form?

    Lenders can verify the appraisal report uses a UAD-compliant form by checking the version date footer at the bottom of each page of the appraisal report form. UAD-compliant forms indicate a version date of "UAD Version 9/2011" in addition to the current March 2005 form date, while the previous form has only a March 2005 form date. UAD-compliant forms for desktop and hybrid appraisal reports may reflect July 2020 at the bottom in addition to “UAD Version 9/2011.”

    An appraisal report is considered to be UAD-compliant if it is completed in accordance with Appendix D, UAD Field-Specific Standardization Requirements of the UAD Specification.

  3. What is the purpose of the Document File Identifier (Doc File ID) and what is its connection to Loan Delivery?

    The Doc File ID is the identifier assigned by UCDP to the appraisal report file(s) associated with a given property and indicates the appraisal report file was submitted to UCDP. The Doc File ID does not change, even if a revised appraisal report is submitted.

    The Doc File ID must be included in the loan delivery files submitted to the GSEs.

  4. Does the appraiser receive any information or feedback directly from UCDP?

    No, the lender or its agent submits the appraisal report to UCDP and receives a SSR with the status of the appraisal report submission, and a Doc File ID to use when the loan is delivered to one of the GSEs. There are edit checks in UCDP, including a UAD Compliance Check, that may require the lender to go back to the appraiser. Lenders may contact the appraiser to clarify data points or obtain additional data to clear certain edit checks.

  5. [Updated 04/24/25] How do the UCDP requirements affect lenders that do not sell directly to the GSEs, but rather to an aggregator that sells to a GSE?

    Aggregators that sell to the GSEs may require correspondents to submit appraisal reports to UCDP and ensure the aggregator has the final results, including the Doc File ID assigned to the appraisal report and a copy of the SSR. Confirm the process with each aggregator that sells to a GSE.

  6. [Updated 04/24/25] Can appraisals be transferred from one entity to another (e.g., from a correspondent to an aggregator) within UCDP?

    The Appraisal Sharing feature in the UCDP user interface (UI) is being retired; June 13, 2025, is the last day to use the feature. UCDP UI users who have Lender CorrAgg and Correspondent Agent user roles will no longer be able to navigate to and access specific Share Appraisal webpages within the UCDP UI. This includes the Share Appraisal Navigation tab with drop-down options for Share Appraisals and Retrieve Appraisals, as well as the Share Appraisal icon that appears on the Home page for these specific roles.

    For a limited time, UCDP direct integration (DI) users will continue to have the option to share and retrieve appraisal reports through the DI interface. Correspondent lenders can share the results of the appraisal submission using the Document File ID and Aggregator Identifier. Aggregators, in addition to retrieving status, findings, and SSR through the DI, will maintain the ability to create and modify their Aggregator Set-up through the Account Administration drop-down in the UCDP UI.

  7. [New 04/24/25] What will happen to my Lender CorrAgg and Agent Correspondent user roles with the June 14, 2025, update?

    Starting June 14, 2025, Lender CorrAgg and Agent Correspondent users will still have access to UCDP as Lender Users and Agent Users, respectively.

  8. Can UCDP support more than one appraisal report for a loan?

    Yes, if necessary, UCDP can support up to three appraisal reports per loan.

  9. [Updated 04/24/25] How many appraisal reports can be uploaded to UCDP at once?

    Starting June 14, 2025, the simplified Submit Appraisal page in UCDP allows lenders or their agents to upload one file at a time. This enables submissions to be organized and managed under a single Document File ID.

  10. [Updated 04/24/25] Is there a limit on the data file size that can be submitted to UCDP?

    Yes, a data file cannot exceed 15 MB (for an XML file with an embedded PDF). System performance could be slower for individual files larger than 6MB.

  11. Will the GSEs accept an XML submission with an embedded PDF that is password protected?

    No, the GSEs will not accept appraisal reports that require a password to open the embedded PDF.

  12. How are revised appraisal reports handled in UCDP?

    Lenders can submit revised or corrected appraisal report files, if needed. Lenders need to work with appraisers to resolve issues and obtain a corrected appraisal report. More information is available in the UCDP User Guide.

  13. What happens if I get a UAD compliance check message?

    UAD Compliance Check messages usually indicate the appraisal report was submitted using an incorrect format or enumerated values, or the appraisal report does not comply with UAD requirements. Lenders may need to contact the appraiser to clarify data points or obtain additional data to clear edits checks.

  14. Do lenders need to determine to which GSE the loan will be sold before submitting the appraisal report to UCDP?

    No, lenders can submit an appraisal report to one or both GSEs and do not need to know to which GSE they will sell the loan before submitting the appraisal report. Lenders must submit a UCDP Doc File ID with a "Successful" status to the GSE to which they plan to sell the loan before delivering the loan.

  15. What if I submit an appraisal report to UCDP, but do not deliver the loan to either GSE?

    The appraisal report data will remain in UCDP and with the GSE(s) you designated, even though the loan was not delivered to either GSE.

  16. When do the GSEs require lenders to submit appraisal reports to UCDP?

    The GSEs require appraisal reports to be submitted to UCDP before the loan is delivered. Lenders should submit appraisal reports as early as possible to allow ample time for corrections before funding is expected or required. If there are data errors, UCDP will require the appraiser to correct the appraisal report before UCDP will provide a “Successful” status, which is required for loan delivery.

  17. Is there still a need to keep multiple hard copies of appraisal reports in the loan file?

    Lenders must follow each GSE’s requirements and the lender’s own policies relative to retaining hard copies of appraisal reports.

  18. How long will the appraisal report be available in UCDP, in case the original submission needs to be updated or replaced?

    An appraisal report that is submitted to UCDP and receives a Doc File ID can be viewed in UCDP for up to three years. If an appraisal report is modified and the original submission needs to be updated, users can replace the original submission or add another appraisal report, as appropriate. An update or replacement could be required, for example, for an appraisal report that supports a new construction loan or when an appraisal report is no longer valid because of the age of the appraisal report. Each GSE has its own requirements regarding the age of the appraisal report and when a new or replacement appraisal report should be uploaded to UCDP.

  19. What Internet browsers support UCDP?

    The following browsers have been tested with UCDP and will provide the best user experience:

    Users may encounter unexpected behavior and/or loss of some functionality if using a prior version of a compatible browser above or a browser not listed above.
     

  20. [New 04/24/25] Where is the Upload Confirmation Report?

    Starting June 14, 2025, to streamline navigation within UCDP, the Upload Confirmation Report page will no longer be displayed. Previously, this report page displayed after a UCDP submission. Going forward, UCDP will navigate directly to the Appraisal View/Edit page, where users can access submission information, status of the submission (Successful, Not Successful or In Progress), appraisal information and history of the submission.

  21. [New 04/24/25] Does UCDP have a Quick Search?

    Yes, starting June 14, 2025, the UCDP UI will allow searches based on Lender Loan Number or Doc File ID from the UCDP Home page or in the navigation bar. Reference the “UCDP UI Changes - June 2025” job aid for more information.

  22. [New 04/24/25] What is the “Recently Viewed Files” section on the UCDP Home page?

    Starting June 14, 2025, the “Recently viewed files” section shows the user’s five most recently viewed appraisal reports so they can access their files faster. Reference the “UCDP UI Changes - June 2025” job aid for more information.

Freddie Mac Specific

  1. Why are Freddie Mac's proprietary findings associated with a hard stop?

    Freddie Mac proprietary findings are associated with an automatically overridden hard stop, giving you the opportunity to incorporate these new findings and hard stops into your existing business processes. Automatically overridden hard stops are identified by “FRE800”. Some Freddie Mac proprietary findings are additionally associated with a non-overridable hard stop. For example, “FRE4387” indicates the appraiser’s name has not been provided; Iin this case, the appraisal report must be corrected to include the appraiser’s name, then resubmitted to UCDP, to receive a successful status. This is a Fatal hard stop identified by “FRE700”.

  2. Do any Freddie Mac proprietary findings have a fatal severity?

    Yes, certain Freddie Mac proprietary findings have a fatal severity. These findings may not be manually overridden. These appraisal reports must be corrected and resubmitted for the corresponding loan to be sold to Freddie Mac. For example, “FRE4645” is a fatal finding for properties reported to have a C6 condition or Q6 quality rating. This finding may not be overridden because the collateral does not meet Freddie Mac Single-Family Seller/Servicer Guide (Guide) requirements. If the condition or quality was reported in error, the appraisal report may be corrected and resubmitted to UCDP. A new Loan Collateral Advisor® assessment is produced for each UCDP submission.

  3. Are users expected to clear all findings on the Submission Summary Report (SSR)?

    Findings are designed to assist you in managing risk by providing a more in-depth view into the quality and accuracy of appraisal report submissions. We anticipate that some findings will not be able to be cleared, but lenders should consider all findings returned.

  4. What is the purpose of the Loan Collateral Advisor feedback messages?

    The messages provide clear and actionable feedback that offers insight into the quality and accuracy of the appraisal report you’ve submitted. Feedback includes the LCA Risk Score and distinct messaging to help you identify and correct issues earlier in the process. Feedback can also lead to operational efficiencies as you focus on quality control efforts.

  5. Where can I find a list of the Loan Collateral Advisor messages?
  6. Where are the Loan Collateral Advisor messages returned within UCDP?

    Loan Collateral Advisor messages are in the Appraisal: Findings section of the UCDP report under the Freddie Mac tab. They can also be found on the SSR under Freddie Mac Proprietary Edit Findings and are available through the UCDP direct integration.

  7. What is the LCA Risk Score and what does it mean?

    The LCA risk score offers insight into Loan Collateral Advisor's view of the appraisal valuation, enabling you to identify valuation issues and focus your quality control efforts. We have designed a risk score reference job aid, located on the UCDP web page, to help you better understand the risk score and how it applies to your appraisal reports.

  8. Why am I receiving a message that a Home Value Explorer® (HVE®) value is not available on my UCDP submission?

    The following are possible reasons why HVE results mayare not be available for the subject property:

    • The submitted property address could not be verified by HVE.
    • The property is a newly constructed home and information on the property is not yet available to HVE.
    • The property is in an area where HVE does not have enough data to generate a value with a sufficient degree of confidence (e.g., rural properties).
    • The property is a manufactured home or a 2- to 4-unit property. HVE does not provide data on these property types.
    • In some areas, assessment records are not available and HVE must complete the valuation using only the repeat sales method, meaning HVE must have prior transaction information to valuate. If no prior sales data is available in the area, a valuation cannot be completed.
    • HVE performs statistical audit on its results. If the forecast standard deviation is too high, HVE will not produce a value.
